The downloaded installer is not code signed, so Windows warns the first time you open it: choose More info, then Run anyway. Either way it installs for your user only and needs no admin rights.

flatpak install mydia dev.mydia.player The tarball is x64 and bundles no dependencies, so it needs libmpv, libsecret and GTK 3 already installed. The Flatpak carries its own.
